PHOENIX (AP/CBS5) -
An independent team named by Arizona Gov. Jan Brewer to review the state's child welfare agency has delivered its report to the governor.
The report released Friday identifies areas needing improvement and recommend actions to improve the agency.[Click here to read the full report (PDF)]
The so-called CARE team was created by Brewer in December after more than 6,500 abuse and neglect reports within the Child Protective Services had gone uninvestigated. Brewer pulled CPS from its parent agency earlier this month and named the CARE team's leader to run a new child welfare agency reporting directly to her.
The team, chaired by Child Safety and Family Service Director Charles Flanagan has been handling those cases and also doing a top-to-bottom review of the agency.

one on this bank of the river and one on the opposite bank.
